Separate roof and opening damage from flood damage
One storm may damage the roof before water rises outside. If both happened, record the sequence as accurately as you can: the first leak, the first water at floor level and the rooms affected at each stage. Do not assign a cause to hidden damage without supporting findings.
The repair estimate should explain the roof and opening work as well as the supported interior restoration. Keep relevant wind, homeowners and flood policy documents available for review. Build a full account of wet materials and belongings

I had extensive damage to my home from Hurricane Irma. My insurance company only stated $8k worth of damage but because my deductible was so high they sent me a check for $3k! I couldn't even get the insurance company to return my phone call for 3 months! I didn't know what to do so I hired an insurance adjuster to fight the claim.
