Pinellas Park

Pinellas Park property owners bring insurance disputes over rain, roofs, drainage and manufactured homes. Krapf Legal reviews denied, delayed and underpaid claims against the policy and the city's own permit, inspection and flood records. Serving Pinellas Park from our Clearwater office.
Explore damage & claim guidanceIn Pinellas Park, Milton's rain may matter more than a tide gauge
Pinellas Park's flood protection page says the city has historically experienced flooding because of its proximity to the Gulf of Mexico and Tampa Bay, and the city is drained by a system of culverts, ditches and channels. During Helene in September 2024, the National Weather Service recorded record coastal water levels in Pinellas County. Milton in October brought a different mix: 10 to 15 inches of rain across much of the county, gusts generally between 80 and 100 mph, and coastal water levels generally around a foot or less above mean higher high water.
For an inland Pinellas Park home, that contrast is a reason to describe the mechanism rather than the storm name. A ceiling stain after wind damage, runoff pushed under a door and an overwhelmed roadside ditch can each lead to a different coverage answer. Record when water appeared, where it entered, and whether streets or ditches were holding water at the time. The county rainfall range is regional context; it is not a reading taken at your property.
Hurricane damage claim reviewThe city's Class 5 CRS rating and elevation certificates
Pinellas Park entered FEMA's Community Rating System on October 1, 1991. In a June 2026 letter the city has posted, FEMA reported that Pinellas Park will move to Class 5, qualifying most NFIP policies issued or renewed on or after October 1, 2026 for a 25 percent premium discount. The city's CRS page still describes the earlier Class 6 rating, so treat the FEMA letter as the current statement and check your own flood declarations page. A premium discount reflects community floodplain work; it does not decide whether a flood claim is paid.
The city says copies of FEMA elevation certificates for all buildings constructed in the floodplain since 1989 are available from the Community Planning Division, and its interactive GIS map has an Elevation Certificates layer. Planning staff will also answer base flood elevation questions or provide a Letter of Determination. If an NFIP adjuster relies on elevation information, compare it with the certificate on file. An older building may have no certificate, which only means other evidence must do that work.
Water damage insurance disputesPinellas Park's post-storm permitting plan mirrors the claim stages
Pinellas Park's Post-Storm Recovery Permitting Plan, effective May 1, 2026, says emergency work such as temporary roof tarping, board-up and removal of wet drywall, insulation, carpet and cabinetry can generally proceed without a permit. It lists work that does need a permit, including roof replacement or substantial roof repairs, window and garage door replacement, HVAC and water heater replacement, and repairs to flood-damaged structures. The plan encourages owners to photograph damage before repairs and to keep invoices, estimates and insurance documentation.
That split tracks how a claim is usually documented. Mitigation receipts and tear-out photographs show what was done to protect the property; permitted repairs show what the permanent work involved. The plan also says required inspections are performed in person, with photographs or video accepted only in limited circumstances. Keep the permit number, inspection results and the contractor's scope for each permitted item, so a later estimate dispute can be tied to a specific inspected repair.
Roof damage insurance claimsPull the permit record before answering a roof-age denial
The city's permits and building services pages link to an online search of permit and inspection results by address. Pinellas Park's building FAQ explains that permits generally expire after 180 days without an inspection and that a project is complete only after it passes final inspection. An insurer reviewing a roof claim may look for the same history, so retrieve the record yourself and confirm whether the last roof was finaled.
An open or expired permit is a building-department matter to resolve with the city; on its own it neither defeats a storm claim nor proves one. We compare permit dates, the installer's invoice and photographs of the roof before the event with the insurer's stated reason for denying or limiting payment. Where the dwelling is insured for replacement cost, section 627.7011 generally requires the insurer to pay at least the actual cash value first, less the deductible, and the remaining amounts as the work is performed and expenses are incurred.
Property damage claim legal servicesManufactured homes need a policy-form check first
The National Weather Service reports that Pinellas County evacuation orders covered all mobile home parks during Helene and all mobile homes during Milton. If you own a manufactured home in Pinellas Park, the first document to locate is the policy form itself. The Department of Financial Services explains that many insurers have stopped selling mobile home policies that duplicate homeowners coverage; some insure mobile homes on a dwelling form and others use an HO-7 form, and the coverage differs.
The replacement-cost and law-and-ordinance offer requirements in section 627.7011 state that they do not apply to mobile home policies. That makes the actual contract language even more important when an insurer limits payment for skirting, tie-downs, a carport, a roof-over or an attached room. Bring the declarations page, the complete form, any park notices about the damage and photographs of the home's exterior and setup. Our attorneys review what the contract covers before discussing whether the decision can be challenged.
Claim clocks, presuit notice and a Clearwater review
Notice deadlines under section 627.70132 run from the date of loss: generally 1 year for a new or reopened claim and 18 months for a supplemental claim, meaning additional loss from the same peril the insurer already adjusted, or costs incurred completing repairs under a timely open claim. For a condominium unit owner's loss assessment coverage, notice is due by the later of 1 year after the loss or 90 days after the association votes to levy the assessment, and no later than 3 years after the loss. Policies add their own prompt-notice conditions.
Section 627.70131 generally requires payment or denial within 60 days after notice of an initial, reopened or supplemental claim, with a reasonable written explanation, and payments made after that period generally bear statutory interest. Where section 627.70152 applies, a notice of intent through the Department of Financial Services must precede suit by at least 10 business days and follow a coverage determination. A breach-of-policy suit is generally limited to 5 years from the loss under section 95.11(2)(e). Pinellas County cases fall within the Sixth Judicial Circuit, and our attorneys review Pinellas Park matters from 2790 Sunset Point Road in Clearwater.

Records to have ready
for your evaluation.
Start with your policy, claim number, and the insurer’s latest response. For your Pinellas Park property, these additional records may help:
- Permit and inspection results for the address from the city's online search, including whether the last roof passed final inspection.
- Any elevation certificate shown on the city's GIS layer or held by Community Planning, plus a Letter of Determination if one was issued.
- Photographs and invoices for tarping, board-up or tear-out, kept separate from the contracts for permitted repairs.
- For a manufactured home, the declarations page, the complete policy form and any park correspondence about the damage.
- The insurer's detailed estimate, its written payment explanation and the document showing the adjuster's name and license number.
Don’t delay contacting us because a record is missing. We can discuss what you have and what may be needed.
Common questions
Your Pinellas Park
questions, answered.
Answers to questions about getting help with a Pinellas Park property insurance claim.
Is there a Krapf Legal office in Pinellas Park?
No. Pinellas Park clients are served from our only office, at 2790 Sunset Point Road, Clearwater, FL 33759. Call to arrange a free case evaluation and to ask how to share the policy, estimates and insurer letters.
Does the city's improved flood insurance discount affect my flood claim?
No. The Class 5 rating affects NFIP premiums for most policies issued or renewed on or after October 1, 2026. A claim under an NFIP policy is decided under the federal policy terms and the evidence of the loss, not the community's rating.
Did I need a city permit to tarp my roof after a storm?
Under the city's post-storm plan, temporary tarping and board-up generally do not require a permit, while roof replacement and substantial roof repairs do. Keep the tarping invoice and before-and-after photographs, because they document both the damage and your mitigation.
How can I find out whether an elevation certificate exists for my home?
Turn on the Elevation Certificates layer in the city's interactive GIS map, or contact the Community Planning Division. The city keeps certificates for buildings constructed in the floodplain since 1989; older homes may have none on file.
My insurer paid only the depreciated value of my roof. Is that allowed?
For a dwelling insured on a replacement-cost basis, section 627.7011 generally allows the insurer to pay actual cash value first and the rest as work is performed. Special rules apply when a roof deductible is involved. Bring the policy and payment letter so the holdback can be reviewed.
Does my mobile home policy include code-upgrade coverage?
It depends on the policy. Florida's required law-and-ordinance offer in section 627.7011 does not apply to mobile home policies, so the coverage must be found in the form or an endorsement you purchased. Review the full contract, not only the declarations page.
The adjuster never gave me a license number. Does that matter?
Section 627.70131 requires an adjuster who physically inspects the property to provide a document with his or her name and state license number, and later communications must include them too. Note the omission in your claim records; its effect on a dispute depends on the facts.
Is a denied Milton claim automatically insurer bad faith?
No. Section 624.1551 requires the specified adverse court adjudication of breach and a final judgment against the property insurer before that statutory extracontractual action may proceed. The underlying coverage dispute has to be evaluated first.

See all reviews on GoogleThis firm was professional, responsive and handled my situation well. I also feel their billing was reasonable. Robert Studor and his staff were great to work with.
Absolutely phenomenal work and effort. They worked to help us fight our insurance company that refused to pay us what was owed, and got us a fair settlement. Hopefully I will never need a lawyer again but if I did, this is who I would call.
Robert was attentive and updated us along the route. Any questions I texted were answered quickly. We’re ver satisfied.
I luckily chose Keller Fisher of Krapf Legal for my roof damage claim. He was smart, responsive and knew what needed to be done. I would highly suggest working with Keller.

Kristen and her team were fantastic She took the time to listen to our concerns over our claim from hurricane Ian and provided us with solid advice on how to proceed. She responded to our request and in the end got us the settlement we were looking for to repair the damage that it caused. You could tell through the multiple conversations that she really looks out for her clients interests I would highly recommend her and Kraph Legal for any insurance issues that you may have They are definitely well worth money spent Extremely Satisfied
A very well run law firm if you have a gripe with your homeowners insurance.
After our insurance company dismissed our hurricane-caused roof damage/leak claim as "age-related deterioration/wear and tear". we were referred to Krapf Legal. The Krapf Legal team were exceptional throughout the year-long battle to ensure we were compensated for our significant losses. Our attorney, Tim Delaney, was always reachable, professional and courteous - and he negotiated the exact settlement we were looking for to cover 100% of our roof replacement.
Dear family and friends, I highly recommend Mike Keeler from The Claim Squad and Geoffrey Schuessler from Krapf Legal for their exceptional service in handling my homeowner's insurance claim. Their professionalism and expertise were remarkable, especially considering the new laws that have become increasingly burdensome to homeowners since January 1st, 2023. Throughout the process, both Mr. Keeler and Mr. Schuessler demonstrated honesty and forthrightness, which I found commendable. I am grateful for their efforts in resolving my insurance claim and impressed by their dedication to their work and clients. If you need assistance with an insurance claim, I highly recommend the services of Mr. Keeler and Mr. Schuessler. Their expertise and professionalism are second to none, and I am confident that they will provide exceptional service to all. Thank you for your attention to this matter. Best regards, Taylor Taylor
In a time where we had lost hope, Keller Fisher from Krapf Legal stepped in and led us to a settlement that would allow my widowed mother in law to get the repairs that were much needed on her roof. We were denied the claim twice. We called Krapf Legal and within no time they had begun a claim with my insurance company and got it settled. Keller was professional, courteous, prompt, and available with any questions or concerns we had. I'd recommend this gentleman to anyone who is experiencing issues with their insurance company. I can't thank Keller enough for all the hard work he and his team put forth in to getting this case settled.

I had a great experience using Krapf Legal to help me settle my home insurance claim. I had provided my insurance company with everything they requested, but their offer was way less than the estimates I had to fix the damage to my house I had been waiting for almost a year for the insurance company to respond to my claim. I called Grant and he said he would take care of it, and he did! The team at Krapf legal was able to quickly settle my claim.

Mr Kraft is incredible !! Gave me his cell phone number, so I could speak with him at any time. Explained in detail any questions I had and never sugar coated anything. He's a straight shooter. I highly recommend Mr Kraft for your Social Security Disability needs.
Our home has survived many Florida hurricanes but when a strong, surprise hail storm hit in early 2020, our house suffered substantial damage. Our homeowner’s insurance company had a team of experts on their side to fight our claim. When weeks turned into months, we knew we needed someone to represent our needs. Krapf Legal came highly recommended and we now understand why this team has earned its outstanding reputation. Every Krapf Legal representative has been so professional, understanding and so passionate about helping homeowners like us. While we live several miles away in another city, the Krapf legal team (Grant, Keller and the entire team) treated us like neighbors. They were professional, responsive and spot on with their advice. In the end, we received the compensation we needed to repair our home. Truly, we couldn’t have resolved our claim with such a positive outcome without Krapf Legal. Thank you!!!
Seriously the best property insurance attorney there is. Highly recommend!

Excellent company with superb customer service!
The team at Krapf Legal is a group of dedicated professionals that bring significant contribution and value to their clients. They are highly responsive, communicate expectations effectively and more importantly, get timely results for the folks that they represent. I highly recommend this firm, whether working with them directly or through a public adjuster.
I had extensive damage to my home from Hurricane Irma. My insurance company only stated $8k worth of damage but because my deductible was so high they sent me a check for $3k! I couldn't even get the insurance company to return my phone call for 3 months! I didn't know what to do so I hired an insurance adjuster to fight the claim. After over a 16mths of fighting it had finally gotten to the point to bring in a lawyer. They recommended Grant Krapf and I’m so glad they did! I couldn’t believe how quickly he got a response from the insurance company. In total, I had been waiting for nearly 2 years and when Grant and his team came on board it was a matter of months before they were able to get the insurance company to settle. I was shocked and amazed! I have never hired an attorney before and I had always heard unflattering stories but this was not my experience. Even after the settlement they have been kind enough to still help me with questions or advice relating to the house. They are good people and they do good work! It’s incredible when you feel like you are going up against a giant and want to give up and can find extraordinary people that will fight for you and never give up!
Highly recommend Krapf Legal. Cailtin has always greeted us in a friendly and professional manner and made us feel like a very important client. Grant and his staff were always prompt to address our needs and timely respond to any questions. Very knowledgable, respectful, reliable, courteous and professional.
Grant and his team consistently achieve great results for their clients. They are people you can trust and always act in their client’s best interest.
